Make the mute feature compatible with litebans when only installed on the proxy.

Currently if a player is muted by litebans on the proxy the features of the mute command don't work on them.

This one is a LiteBans API limitation: when LiteBans only runs on the proxy, its API simply is not available to backend plugins, so ChatControl (or any Bukkit plugin) cannot see those mutes. LiteBans' own docs recommend installing it on the backend servers instead, all pointing at the same MySQL database, its native multi instance sync then makes punishments work network wide (avoid running it on proxy and backends at once or you get duplicate notifications). Once LiteBans runs on your backends, ChatControl picks its mutes up automatically.

I also went further for the next release: third-party mutes (LiteBans, CMI, EssentialsX, AdvancedBan, BanManager) now block the commands in Mute.Prevent_Commands, sign placing, book writing and anvil renames, and hide join/quit/death messages. Previously they only muted chat and private messages. Closing, lemme know if you need more help :)
