Adds a
ROADMAP.mddocumenting the project's direction, grouped by theme:Each item links to its tracking issue. Roadmap is theme-based rather than milestone-based to reflect current development pace.
Part of #448 (CNCF Sandbox application — roadmap URL is a required field in the application form).
