When WiFi radio fails to probe Infix replaces it with a dummy interface

In lieu of proper "tree pruning" support in dagger, the wifi interface setup scripts inject a dummy interface in the system when the (usb) radio fails to probe at boot.

This protects the system from failing to load startup-config, but is not the cleanest solution.
