Add “Add Ticket” button to modal header

Add a primary “Add Ticket” button in the header, similar to the wireframe.

Acceptance criteria

• In Header, render a button on the right side with label “Add Ticket”.
• The button should look like a primary action (e.g. dark background, white text).
• Clicking the button does not have to open a modal yet.
