docs(cli): add blob commands to llms-cli.txt; mark storage deprecated

Documents the new run402 blob put|get|ls|rm|sign commands with examples, resume semantics, and the auto-subdomain CDN URL. Also includes an HTTP-API walkthrough for uploading from deployed edge functions (init → part PUTs → complete). The legacy storage section is retained and marked deprecated (sunset 2026-06-01).

This file is pulled into the private site deploy via scripts/sync-agent-docs.mjs and served at https://run402.com/llms-cli.txt.
