Surface project pin state and deploy pagination

Fixes #333.

Summary

• surface deploy operation pagination/filter fields across SDK, CLI, MCP tool schema, docs, and sync tests
• expose project pinned state in project/tier types and tier_status rendering
• make pin/unpin idempotent owner/admin flows: local projects use service-key auth, external projects fall back to platform-admin allowance auth
