Wrong empty-state message in "Add Member" search on Group Settings

When navigating to Group Settings and using the "Add Member" search to invite a user, the empty-state message displayed reads "No repositories found" instead of "No user found".

Steps to reproduce

1. Go to Group Settings
2. Click Add Member
3. Type a search term that returns no results
4. Observe the empty-state message

Expected behavior
The message should read: No members found

Actual behavior
The message reads: No repositories found
