fix(FR-2325): use anchor-based cross-references for RBAC links
Follow the docs convention: remove <a id> from admin_menu, add it to rbac_management.md, and use #rbac-management anchor links instead of relative file paths. Applied to EN, JA, TH (KO already fixed manually). Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
