feat(BA-6892): add kernel scheduling-history adapter and REST v2 endpoints
The scope DTO carries raw UUIDs while the search scope takes the typed identifiers, so the adapter converts at the DTO boundary. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
