fix(BA-5832): break import cycle by lightening app_config_fragment package init

The previous `strawberry.lazy()` fix only addressed the
`app_config.types.node` -> `app_config_fragment.types.node` path.
The other path through `app_config.types.bulk_payloads` ->
`app_config_fragment.types.bulk_payloads` still triggered
`app_config_fragment/__init__.py`, which eagerly imported the
resolver, which imported back from `app_config.types`.

Empty out `app_config_fragment/__init__.py` (resolvers are imported
by `schema.py` via the submodule path directly), matching the BA-5829
fix.
