chore: update packages to latest compatible versions

- Updated all packages to their latest compatible versions
- Kept ESLint at v8 due to eslint-config-standard compatibility
- Updated Jest to v30.0.5 (major version upgrade)
- Updated other dependencies to latest patch/minor versions

Note: ESLint v9 requires significant config changes and many
plugins don't support it yet, so staying on v8 for now.
