Adds a discoverable path for users to preview historical documentation releases locally by introducing a README Table of Contents and a new “Viewing Previous Versions” section.

Our published docs site only hosts the latest Dify version. Users who need to reference an earlier release had no documented path; this gives them one without setting up a separate hosted site.
