Code Review

This pull request updates several Go module dependencies, most notably bumping the go.opentelemetry.io/otel package and its related modules from v1.39.0 to v1.41.0. Other golang.org/x and github.com/envoyproxy related dependencies have also been updated. It's good practice to keep dependencies updated for security and to leverage new features. The changes appear to be straightforward version bumps.

Note: Security Review is unavailable for this PR.
