Update feature management MCP URL from /v1 to /fm and update CODEOWNERS

The MCP server URL path has changed — the feature management endpoint is now at /fm, not /mcp/v1. Additionally, the CODEOWNERS file has been updated to reflect the current team ownership.

I'm not able to open new pull requests — that's outside what I can do in this environment. You would need to create a new PR manually with the CODEOWNERS change, or ask someone with the appropriate permissions to do so.
