This PR will remove the browser telemetry package as it is being superceded by

Overview
Removes the deprecated
@launchdarkly/browser-telemetryworkspace from the monorepo. This deletes the package source, tests, and metadata, and drops it from the rootpackage.jsonworkspaces list.Updates repo plumbing to reflect the removal by deleting the package’s GitHub issue templates and CI workflow, and removing the package from documentation lists (
