This PR turns on the `LEAN_HEADER_SNAPSHOTS` build option in CI so the elab test suites reuse pre-elaborated `Lean`/`Init` header snapshots and run faster; the option stays off by default for local builds. Follow-up to the opt-in option added in `chore: make test snapshots opt-in`. Co-Authored-By: Claude <noreply@anthropic.com>
