The change makes complete sense for what is required, and testing is best done in the context of the Kolibri PR. Merging this so we can release and test there.
@AlexVelezLl has asserted that this does indeed work, and I see no reason to be skeptical :)

Summary
In learningequality/kolibri#13821, the orm_job model was updated, and now its
scheduled_timeis timezone aware. This PR adapts a subtraction to take into account this change.References
