Unable to import/update a channel's resources if already imported else where

Observed behavior

A user is unable to import/update resources because the import button is greyed out. it appears this happens if (an) already existing channel(s) already contain(s) the resources a user is trying to import.

Expected behavior

A user should be able to import resources regardless of if they exist in another channel or not.

Inability to import or update resources in a channel
