trying to download something you have "already downloaded" does not work even if you change settings, restart browser, clear cache, and try again

i started quickly downloading a bunch of art i liked and when i looked in the folder i saw that the downloads suddenly stopped, i decide to turn off history and restart the browser, that did not work. i clear cache and reload extension then restart the browser, that still did not work.
I tried downloading something else that was not in the download history and it was completely fine so i tried to download what i wanted to download again, that did not work so now i'm here
also i suddenly had a problem with downloading a duplicate file of each artwork but that somehow fixed itself during me trying to fix the redownload error
