migrate from devapp to devapp-3.4

- Delete old devapp directory
- Update package.json scripts to use devapp-3.4 with npm
- Update .envrc functions (setup, update-meteor) to use devapp-3.4
- Update CONTRIBUTING.md to reference devapp-3.4
- Consolidate on Meteor 3.4 for development
