The Runtime section declared nine phases ending in PHASE_8_SELF_CHECK, but the Workflow only listed eight steps (the last being "Return structured summary"). Following the 8-step Workflow skipped the self-check entirely. Add a step 9 that runs the self-check, referring to the same Definition-of-Done section gate (9 required Story body sections).
