PR #872 made csp_buffer_get_always an internal function. This commit adds a forward declaration of the function in the test file to still be able to test it.
Set the Python version explicitly instead of relying on the default version provided by the runner. This ensures that the Python version is supported by Zephyr (at least for now). Some windows runners are stuck at Python 3.9
Added windows-latest to the OS matrix.

This PR adds testing on Windows. It already contains the fix from #5.
The Python version needed to be pinned because Windows runners are stuck on Python 3.9.
Zephyr requires at least 3.10.
