Per the instructions here, I have added an info file for my libretro core.
Prior commits such as 16f2f64 and f56541c add to other files as well, so I have tried to do that here also, though this may have been redundant given #1606.
My libretro core should be universal, being written in C89 and being independent of operating system, CPU architecture, and even endianness, so I would like to get it compiling for every platform that I can.
