f: Clean up chanmon comments and block connection

Clean up review-comment wording around mempool, broadcaster,
and startup-sync handling while simplifying block range connection.

The block connector now skips intermediary empty blocks before
transaction blocks, relying on Confirm's allowance for skipped
best-block updates.
