probably we can drop python 3.9 support like https://github.com/tox-dev/tox/releases/tag/4.31.0
EOL about python 3.9 comes within 10 days.

Since it's still before EOL, I'll keep it for now and drop it in the near future.

The dependency tox v4.31.0 is only compatible with Python 3.10 or later.
