License clarification for calendar@cinnamon.org and derivative forks

Hello,

I maintain a personal fork of the calendar@cinnamon.org applet (with Hijri calendar modifications).

I could not find an explicit LICENSE file in the applet folder itself. The upstream cinnamon-spices-applets repository contains a root-level COPYING (GPL-2.0), so I assume calendar@cinnamon.org is licensed under GPL-2.0 or GPL-2+.

Could you clarify:

1. Is calendar@cinnamon.org licensed under GPL-2.0 (or GPL-2+)?
2. Is relicensing a derivative work under a permissive license such as LGPL-2.1, MIT, or BSD possible with maintainer approval?

My concern is ensuring my fork is legally compliant and clearly licensed for redistribution.
