ACL Management and User roles

Proposal for integration ACL and roles.
The access list may have these actions:

• reorder
• delete
• edit
• create

And these actions may be separate per tags and applications.

A role can be assigned to multiple users. Each had to have a role. By the default there will be the Admin Role (full access).

So that now allows who can create tags (separate dashboards practically) and who can add, edit, delete, create per tag and globally.
