Also from a game preservation standpoint just generally look at the Steam config folder more like a runtime, it is theoretically possible to only use logged in Steam as a tool to create the runtime dependency chain. This would facilitate having folders that are home directories for apps/games, they could be snapshotted and even just copied. Then that file blob, that is the whole runtime, could be executed in the container without ever starting Steam.
I recently ran into this while helping a friend play some old abandonware title on their iPad.
