fix(inference): disable OpenAI SDK retries

Summary

• Port disable openai sdk max_retries agents#6341 to agents-js
• Disable OpenAI SDK retries for LiveKit inference LLM requests
• Disable OpenAI SDK retries for OpenAI SDK-based plugin clients: OpenAI, Baseten, and Cerebras
• Add patch changesets for @livekit/agents, @livekit/agents-plugin-openai, @livekit/agents-plugin-baseten, and @livekit/agents-plugin-cerebras
