Screen sharing does not recover after reconnecting from a network outage during a meeting

During a meeting, when screen sharing is active, after a disconnection and successful reconnection, the screen sharing does not resume.

During a meeting, when screen sharing is active, after a successful reconnection from a network disconnection, the screen sharing does not resume

@indenpendman in the above PR we addressed the basic inconsistency in reconnect flow, however without your specific log/use case we may be unable to fix it completely.

I've added per-track error logging on the reconnect re-publish path, so if you reproduce this on the latest blaze/screenshare-reconnect branch the logs will now show exactly which track failed to re-publish and why — please share those lines so we can pinpoint the remaining issue.
