Thanks @rroth-lowrisc, I think this already goes a very long way! Please find a few suggestions below

PR2 - testplan
This PR is the second in a series which will replace the keymgr with the kemgr_dpe in earlgrey. The replacement was approved by this RFC.

Description
This PR adds a first draft version for the testplan to improve the dv coverage. Currently is not yet complete and none of the proposed test are implemented.
This PR is mainly to give an DV engineer a first overview of the proposed tests.
