Fix description for Rebooted nodes panel in the SRE dashboard

This panel contains all the nodes that were offline when Rebot checked them. This does not necessarily mean those nodes were rebooted. In particular, if the count of offline nodes is > 5, Rebot won't do anything but this panel makes it look like they were rebooted.

Probably updating the description for this panel to make it clearer is enough.
