Overview
Release 4.0.0 — bumps the monorepo from 3.0.1 to 4.0.0 across VERSION, @mparticle/cordova-sdk, @mparticle/cordova-rokt-kit, and @mparticle/cordova-rokt-payment-extension (package.json, package-lock.json, and Cordova plugin.xml).

CHANGELOG.md adds a dated [4.0.0] section (documenting native SDK bumps, payment kit rename, and new Rokt APIs) and retargets the Unreleased compare link to 4.0.0...HEAD. iOS reports the Cordova wrapper as 4.0.0 via MParticle _setWrapperSdk_internal:... in CDVMParticle.m.
