chore: set CODEOWNERS to @makeitworkcloud/admins (#5)

## Summary
- Transfer code ownership from individual maintainer to the
`@makeitworkcloud/admins` team so PR review routing tracks the org
rather than a personal account.

## Test plan
- [ ] CODEOWNERS validates (no GitHub warning on the PR page)
- [x] Required reviewers on PRs to this repo resolve to
`@makeitworkcloud/admins`
