Using hotkey makes buttons "stuck" in held down position until pressed on physical keyboard

So lets say I have a button that runs a win util to use a hotkey
And that hotkey uses shift or ctrl
for example for "always on top" from windows power toys - Left win buttons + Left ctrl button + T
It works when i run it, but then i go clicking on tabs or files, and it behaves as if the ctrl button is still held, and selects multiple
Pressing the button again on the macro deck doesent help, only after i press ctrl (or shift if thats what got stuck) will it release the button
Is this a bug or am I using it wrong?

Does this happen for every hotkey or just for powertoys?
