plain_text_live_code_guidelines adds too many empty lines of MATLAB code

When asking the MCP server to create live script, it always add empty lines of MATLAB code between sections and before and after MATLAB code.

@guirlo The new MATLAB Agentic Toolkit has a skill that adds some style on top of the live script resource in the MATLAB MCP Server. I put a rule in there to not insert blank lines, among others (like favoring one output per chunk of code).

I'm still not totally clear on how to best factor capabilities between skills and MCP tools, but I think our current approach is reasonable - have the MCP tool focus on the fundamentals of how the file format works, and the skill (which is user-customizable) to fold in user preferences and style.
