Changes to enable send alerts via Slack

Steps to Replicate the Issue

This adds Slack as an option to send alerts but the option would be disabled, as it will need Slack plugin to be enabled with CustomAlertsChanges

1. Try creating a new alert
2. You should see "Slack" as an option but disabled
