Implementation requirements:

  • Evidence of long-standing non-compliance
  • Client (unstable flag: topological ordering)
  • Client (unstable flag: stream ordering)
  • Backwards compatibility research ("will clients break with this change?" and "what do non-Synapse servers do?")
