Option to use a directory or a system/site pkg installation of pydevd-pycharm

As a user I want to be able to specify system/site pkg installations of pydevd-pycharm, instead of relying on the .egg file

Basic example

In the widget allow user to set location of pydevd-pycharm as:

• directory
• system/site pkg installation
