Upgrade to tsgo

We should upgrade to @typescript/native-preview since it's stable enough now.

We still have a dependency on typescript in the root, and we're still using tsc in places. Fix this.

This has been merged. The change replaces tsc with tsgo (@typescript/native-preview) for type checking and building the evalite package, and removes typescript from root dependencies (keeping it as a devDependency since it's needed as a peer dep for typescript-eslint).
