fix: respect reduced motion preference in BrandParticles (JhaSourav07#1716)

## Summary

This PR improves accessibility in the `BrandParticles` component by
respecting the user's reduced motion preference.

### Changes Made

* Added `useReducedMotion` from Framer Motion
* Disabled particle animations when `prefers-reduced-motion` is enabled
* Preserved existing particle behavior for users without reduced motion
enabled

### Issue Fixed

Closes JhaSourav07#1676

### Testing

* Verified particle animations render normally when reduced motion is
disabled
* Verified animations are disabled when reduced motion is enabled
