docs(time): add JSDoc for midnight helper functions (JhaSourav07#611)

## Description

Fixes JhaSourav07#323

Adds JSDoc documentation and examples for time utility functions.

- Added JSDoc for getSecondsUntilUTCMidnight
- Added JSDoc for getSecondsUntilMidnightInTimezone
- Included @example usage
- Documented DST edge cases
- No logic changes (refactor only)
