I found bug 41496912:

Support partitioned cookies in WebView APIs

That bug has Merged-134 as meta data, suggesting this landed in WebView 134.

Meanwhile, bug 364904765 added the comment:

This is enabled for WebView M114 and above.

It's probably fair to assume that 114 is the correct version.
