UNO integration

There's been some interest in using UNO with OpenMDAO and I think it makes sense to do so via an integration with pyoptsparse.

I have a working version but it needs some polish and a few updates to unopy.

Would you be willing to accept a PR to pyoptsoarse that provides an unopy
