Summary:

Mirrors GitHub PR meta-pytorch#1871 (Dependabot).

Bumps `babel/core` from 7.29.0 to 7.29.7 in `pytorch/captum/website`. `babel/core` is a transitive dependency (pulled in via `docusaurus` as `babel/core@^7.12.3`), so it is not listed in `package.json` — the bump lands entirely in `website/yarn.lock`. The 7.29.7 release tightens its internal dependency ranges to `^7.29.7`, so the lockfile entries for the cascading `babel/*` packages (`code-frame`, `compat-data`, `generator`, `helper-compilation-targets`, `helper-globals`, `helper-module-imports`, `helper-module-transforms`, `helper-string-parser`, `helper-validator-identifier`, `helper-validator-option`, `helpers`, `parser`, `template`, `traverse`, `types`) are updated to 7.29.7 as well.

The corresponding `babel/*` 7.29.7 tarballs are already present in the checked-in `xplat/third-party/yarn/offline-mirror/`, so no offline-mirror changes are needed.
