What does this change intend to accomplish?

Updated the changelog with what should have been in #1041 had I had the foresight of "This is all that's going in the upcoming update, this should say something"
Bumps version to 0.4.7. Skipping the beta stage as this has legitimately one change that I've thoroughly tested, though if we do want to test more officially I can add the -beta.0 distinction
