Description

As part of the migration of the localization platform to JUNO, we are introducing the following two files:

/localize/LocProject.json
: Specify the files to be localized and define the target languages using the 'LanguageSet' and 'CloneLanguageSet'

/localize/README.md
: Adds documentation that outlines the localization process, ongoing maintenance tasks, and clear guidelines for adding or updating resource files.
