Fix grammar and wording issues in Emerging-Issues.md

Address PR review comments:
- Fix redundant 'issues with...issues' phrasing
- Add missing 'the' before 'following error' (3 instances)
- Fix 'recommend' to 'recommended'
- Fix duplicated 'Security Update' phrasing
