Purpose
This pull request makes a minor update to the
infra/vscode_web/.envfile. The change comments out theAZURE_LOCATIONenvironment variable, which was previously set dynamically as it was causing issue while first deployment in VS Code web(infra/vscode_web/.envL3-R3)
