Same here. I've started with a brand new Azure Free Trial account, with a quota of $200. Then ran the setup file. The setup file gives this error for any region I've tried (Europe West, East US, France Central).

Your subscription has insufficient quota for this resource.

This operation require 10 new capacity in quota One Thousand Tokens Per Minute - gpt-5-mini - GlobalStandard, which is bigger than the current available capacity 0. The current quota usage is 0 and the quota limit is 0 for quota One Thousand Tokens Per Minute - gpt-5-mini - GlobalStandard.

For models gpt-5-mini and text-embedding-3-small.

Thanks for reporting this! We've added a Regional Availability troubleshooting section to the Azure OpenAI setup guide that:

1. Explains that not all models are available in all Azure regions
2. Links to the official model availability page so you can find a region that supports your model
3. Suggests common regions with broad model support (East US 2, West US 2, North Europe)
4. Points to Ollama local setup as a free alternative that works anywhere
